RECKON TECH. MY MIDDLE CHILD. DOMINIC MARTINEZ IS A FRESHMAN AT THE UNIVERSITY OF TEXAS IN AUSTIN. THEM HORNS AND MY YOUNGEST ERICA MARTINEZ IS A SENIOR AT CREEK VIEW. SO GO STAYING. MY KIDS ATTENDED MANY SCHOOLS IN THE DISTRICT FROM KELLY, PRE K CENTER, BLANTON, ROSEMEAD, BLAYLOCK AND CREEK VIEW. MY CHILDREN ARE MY Y AND, LIKE MANY OTHERS ON THE BOND COMMITTEE, WE HAVE A VERY PASSIONATE PARENT PERSPECTIVE AND A FEW GRANDPARENTS TOO. I MOVED TO THE DISTRICT IN 1990 NOW FOR SOME OF US THAT FELT LIKE YESTERDAY. BUT FOLKS THAT WAS 33 YEARS AGO. AND SO, LIKE MANY OTHERS ON OUR COMMITTEE, WE HAVE A LONG STANDING COMMUNITY MEMBERS PERSPECTIVE AS WELL. I'M ALSO A CFB ALARM. AS I MENTIONED I ATTENDED MCLAUGHLIN, DALE B.

DAVIS, BLAYLOCK AND SMITH. UM I WAS IN MANY ACTIVITIES THROUGHOUT MY TIME IN THE DISTRICT FROM TRACK SPIRIT SQUAD, BASKETBALL, VOLLEYBALL, CHOIR THEATER, CHEERLEADING AND MY FAVORITE WAS ORCHESTRA. I GRADUATED FROM NEWMAN SMITH IN 2001, WITH A VIOLENT SCHOLARSHIP TO THREE DIFFERENT COLLEGES. SO LIKE MANY OTHERS ON OUR BOND COMMITTEE, WE HAVE A STRONG

STUDENT PERSPECTIVE. AND WE EVEN HAD A SENIOR AT CREEK VIEW ON OUR COMMITTEE WHO WAS ABLE TO GIVE US A FRESH REAL TIME OUTLOOK. WE HAVE VOLUNTEERS ON OUR COMMITTEE. I'M A MEMBER OF THE TEXAS PITA, A LIFETIME MEMBER AND I CURRENTLY SERVE AT CREEK NEWS. P. T S A UM SO WE HAVE A STRONG VOLUNTEER PERSPECTIVE. I WAS ALSO PREVIOUSLY EMPLOYED BY CFB AS A CONTRACT WORKER TAUGHT PRIVATE VIOLIN AND VIOLA LESSONS AT BLAYLOCK AND ALSO AT PORK. SO LIKE CURRENT TEACHERS AND RETIRED TEACHERS THAT WE HAVE ON OUR COMMITTEE, WE HAVE A STRONG TEACHER'S PERSPECTIVE AS WELL. CURRENTLY I WORK AS AN UNDERWRITER AT A MEDICAL STOP LOSS INSURANCE COMPANY AND PLANO . I KNOW BORING, BUT BASICALLY WHAT THAT MEANS IS I LOOK AT NUMBERS ALL DAY. SO, LIKE MANY OTHER BUSINESS PROFESSIONALS ON OUR COMMITTEE, WE HAVE A SOUND FINANCIAL PERSPECTIVE AS WELL. NOW I'VE TOLD YOU SO MUCH ABOUT , UM, THE VARIETY OF BACKGROUNDS ON OUR COMMITTEE. NOT ONLY FOR OUR ACCOLADE, BUT FOR YOURS AND FOR OUR DISTRICT AS A WHOLE. SO MANY SUCCESS STORIES COME OUT OF CFB, AND THERE'S SO MUCH LOVE BEHIND THIS PROJECT. WE SHOULD ALL BE PROUD TO HAVE THE OPPORTUNITY TO SUPPORT SUCH AN AMAZING DISTRICT THAT REACHES SO MANY FAMILIES. HASHTAGS CFB PROUD. AS YOU'VE HEARD TONIGHT. MY ROOTS IN CFB AND OUR EXTENSIVE AND OUR PASSION FOR CHILDREN STAFF AND THE COMMUNITY IS INTENSE. TRUST ME WHEN I TELL YOU THAT EVERY DECISION EVERY LINE ITEM EVERY OPPORTUNITY THAT THE SPAWN PACKAGE HAS WAS REVIEWED, REVIEWED DISCUSSED VOTED ON RE VOTED ON BY OUR COMMITTEE WITH THIS SAME INTENSITY. WE DO NOT TAKE LIGHTLY THE 38 SCHOOLS AND MORE THAN 24,000 STUDENTS THAT THIS BOND WILL IMPACT CURRENTLY LET ALONE THE FUTURE OF CFB. I KNOW THAT CFB HAS ALWAYS BELIEVED IN THE LOVE AND SUPPORT OF THE WHOLE STUDENT AND THIS COMMUNITY AND I HOPE THAT YOU'LL KEEP THAT IN MIND AS WE HAVE THE PAST SEVERAL MONTHS. THEY ATTENDED MCLAUGHLIN, MCCOY PERRY VIVIAN FIELD, AND WE'RE BOTH GRADUATED FROM TURNER HIGH SCHOOL, HARRISON IN 2011 AND HUNTER IN 2015. I CURRENTLY HAVE THE DISTINCT HONOR OF BEING THE HB 45 45, ENGLISH TEACHER AT CREEK VIEW HIGH SCHOOL. WE ARE GRATEFUL TO BE WITH OUR DISTRICT ALMOST 25 YEARS AFTER WE STARTED. THERE YOU GO. ALRIGHT, CFB AT A GLANCE. HERE'S A LOOK AT OUR DISTRICT AS A WHOLE, WHILE CFB SUPPORTS A DIVERSE GROUP OF LEARNERS, TEACHERS, STAFF MEMBERS AND COMMUNITY MEMBERS. THE COMMITTEE MAN.

MEMBERS SHARED STORIES. OF INDIVIDUAL STUDENTS, THEIR SONS , DAUGHTERS, FAMILY MEMBERS. AND SPECIAL STUDENTS THAT MADE THEIR DEDICATION TO OUR DISTRICT HEARTFELT. A LIFE CHANGING COMMITMENT. EVERY TIME WE MET. THOSE STUDENTS, THOSE FAMILIES, THIS COMMUNITY WAS IN THE FOREFRONT OF EVERY DECISION THAT WE MADE. WE ARE PROUD OF OUR FOUR HIGH SCHOOL SIX MIDDLE SCHOOLS 24 ELEMENTARY SCHOOLS, FIVE SUPPORT FACILITIES AND ADMIN. ON THE CHART ABOVE US IS THE 30 YEAR BOND HISTORY. LOOKING BACK. YOU CAN SEE THAT. IN THE DISTANT PAST. WE HELD BOND ELECTIONS. EVERY 3 TO 5 YEARS. THERE IS A 15 YEAR GAP FROM 2003 TO 2018. IN 2018 VOTERS APPROVED $350 MILLION BOND. AND SINCE THAT TIME OUR DISTRICT HAS ADDRESSED CRITICAL MAINTENANCE, MAINTENANCE AND SUPPORT ISSUES. THE DISTRICT RENOVATED UPDATED CAMPUSES IN KEEPING WITH A NEW GRAND VISION FOR OUR SCHOOLS. THIS IS AN OVERVIEW OF OUR COMMITTEE. AS BRANDY TOLD YOU COMMUNITY MEMBERS REPRESENT A TRUE CROSS SECTION. OF OUR ENTIRE DISTRICT.

WE HAD A WIDE VARIETY OF PERSPECTIVES FROM THE ENTIRE COMMUNITY. AND I CAN TELL YOU THAT WE WERE SUCCESSFUL IN OUR ENDEAVORS. THIS IS ANOTHER WAY TO LOOK AT THE DIVERSE MAKEUP OF THE COMMITTEE MEMBERS IN ADDITION TO VARIETY OF AGES, WE REPRESENTED SOME OF CFB S NEWEST RESIDENTS AS WELL AS THOSE OF US WHO HAVE BEEN HERE LONGER THAN 20 YEARS. THE C F B CITIZENS BOND PLANNING COMMITTEE IS MADE UP OF PARENTS, CURRENT AND PAST COMMUNITY MEMBERS, STUDENTS, TEACHERS, ADMINISTRATORS. MORE THAN 100 AND 20. RESIDENTS EXPRESSED INTEREST IN SERVING ON THE COMMITTEE. SICK ON THE SCREEN ARE THE 60 INDIVIDUALS WHO WERE SELECTED AND ATTENDED MEETINGS. THE BOARD LIAISON FOR US WAS TERRIBLE ROBOTIC. AND WE'VE DEVELOPED A RECOMMENDATION ON HOW TO PROCEED WITH LONG RANGE PLAN. I AM PLEASED TO BE A PART OF THE GROUP HERE THIS EVENING THAT ARE BRINGING THIS RECOMMENDATION FORWARD TO YOU. IT WAS VERY IMPORTANT THAT THIS PROCESS BE EXTREMELY TRANSPARENT THROUGHOUT THE ENTIRE PROCESS, OUR COMMITTEE MEETINGS, AGENDAS AND PRESENTATIONS. WERE AVAILABLE TO THE PUBLIC ON THE CFB WEBSITE.

ADDITIONALLY TWO OF MY GRANDSONS ATTEND CURRENT OR CURRENT STUDENTS AT RAINWATER ELEMENTARY AND BLAYLOCK MIDDLE SCHOOL. AFTER RETIRING FROM BAYLOR, SCOTT AND WHITE HEALTHCARE SYSTEMS. I'VE SPENT MY TIME VOLUNTEERING IN THE DISTRICT, UH, SERVING ON SEVERAL LOCAL P T A AND COUNCIL P TA BOARDS, CFB HAS ALWAYS BEEN A DISTRICT OF EXCELLENCE DURING MY WHOLE LIFETIME. SO WHEN I WAS PRESENTED WITH THIS OPPORTUNITY TO SERVE ON THE BOND COMMITTEE THOUGHT FIRST AS A LEARNING OPPORTUNITY BECAUSE I REALLY KNEW NOTHING ABOUT THE PROCESS ITSELF. BUT MORE IMPORTANTLY, I SAW IT AS AN OPPORTUNITY TO SEE THE LEGACY OF CFB CONTINUE FOR OUR STUDENTS, OUR STAFF, OUR PARENTS AND OUR COMMUNITY. TALK A LITTLE BIT ABOUT THAT COMMITTEE PROCESS NOW, AS SOMEONE MENTIONED BEFORE THE CITIZENS BUYING COMMITTEE AMID NINE TIMES OVER A SIX MONTH PERIOD OF TIME, WE STUDIED A LOT OF INFORMATION HAD LOTS OF GREAT DISCUSSION, AND WE EVEN ADDED ON TO MEETINGS AT THE VERY END TO ENSURE THAT WE WERE ABLE TO COMPLETE OUR WORK THOROUGHLY. THIS NEXT SLIDE IS A LOOK AT SOME OF THE VARIOUS WAYS THAT WE WERE ABLE TO BE INVOLVED DURING THE MEETING AND THROUGHOUT THE PROCESS WE ENGAGED IN GROUP WORK. I HAD THE OPPORTUNITY TO GIVE INDIVIDUAL FEEDBACK AND ROTATED WITH DIFFERENT GROUPS GIVING US AN OPPORTUNITY TO T TO WORK WITH PEOPLE THAT WE DID NOT KNOW AND HEAR DIFFERENT PERSPECTIVES. THIS SLIDE IS A REAL HIGH OVERVIEW OF OUR NINE MEETINGS, AND WHAT TOOK PLACE AT THOSE MEETINGS ARE FIRST FIVE MEETINGS WERE FOCUSED ON STUDYING VARIOUS PROJECTS PROVIDING INPUT ON THOSE PROJECTS YOU CAN SEE ON THIS SLIDE. WE DIDN'T FOCUS ON JUST

ONE AREA OF THE DISTRICT OR ONE AREA OF LEARNING. UM WE STUDIED EVERYTHING FROM ATHLETICS TO FIND ARTS TO EARLY CHILDHOOD EDUCATION. WE LOOKED AT INDIVIDUAL CAMPUSES THERE H V, A C SYSTEMS AND BATHROOM FIXTURES. ANOTHER THING I'D LIKE TO POINT OUT ON THIS SLIDE, WHICH IS REALLY IMPORTANT IN OUR FIRST MEETING. WE SPENT A LOT OF TIME TO FINDING CONSENSUS. AND DETERMINING WHAT WE FELT THAT THRESHOLD. WOULD BE FOR PROJECTS TO BE INCLUDED IN OUR RECOMMENDATIONS. SO WHEN YOU SEE THE PROJECTS AND THE DOLLARS AMOUNTS, UH, DISCUSSED LATER ON IN THE THIS PRESENTATION, REMEMBER THAT THIS REPRESENTS 75% A LARGE MAJORITY OF OUR COMMITTEE. WE WERE ABLE TO TOUR SOME OF OUR NEWER FACILITIES LIKE SHEFFIELD ELEMENTARY, ALONG WITH SOME OF THE OLDER FACILITIES LIKE CARROLLTON ELEMENTARY, BLAYLOCK MIDDLE SCHOOL AND RL TURNER HIGH SCHOOL. AFTER EACH TOUR, THE COMMITTEE PROVIDED FEEDBACK THE DISTRICT ABOUT EACH SIDE AND HOW ITS ELEMENTS SUPPORTED THE DISTRICT'S VISION FOR LEARNING.

AND AFTER EACH AREA OF STUDY. WE ALSO PROVIDED FEEDBACK ON WHICH ELEMENTS SHOULD BE PRIORITIZED.

THAT FEEDBACK WAS THEN USED TO DEVELOP THE PACKAGES AND OPTIONS THAT YOU'LL SEE LATER ON IN THIS PRESENTATION, WHICH THEN LED TO OUR FINAL RECOMMENDATIONS. ALONG THE WAY, I EITHER WAS A LOT OF OPPORTUNITY, UH, FOR SMALL GROUP DISCUSSION AND TO WORK COLLABORATIVELY WITH OTHERS.

THIS WAS VERY HELPFUL AND ENSURING THAT WE HEARD DIFFERENT VIEWPOINTS AND DIFFERENT LIFE EXPERIENCES THROUGHOUT THE ENTIRE PROCESS. AT THIS TIME GOING. I'M GOING TO TURN THE MEETING OVER TO NO WAY. I FOSTERED THE LOVE OF SPORTS AND UM, REALLY ALL OF THE THINGS THAT THAT MAKE ME WHO I AM TODAY. UM YOU KNOW, I LOVE TO PLAY TENNIS. I PLAYED TENNIS FOR A LONG TIME, BUT, UM, I ALSO DEVELOPED THE LOVE FOR BUILDINGS AND ARCHITECTURE. UM I AM A I STILL REMEMBER TO THIS DAY ALL OF THE CLASSES LIKE, UM.

DRAFTING CLASSES, RESEARCH AND DEVELOPMENT. THE BUILDING TRADES ALSO THE TENNIS TOURNAMENTS THAT WENT ON DURING MY TIME AT TURNER, UM AND ALL THOSE WORDS SUPER EXCITING AND THINGS THAT HELPED ME DEVELOP. AND SO ALL THESE MEMORIES ARE MY Y, OR AT LEAST PART OF MY WHY I WANTED TO SERVE IN THIS COMMITTEE. SO UM, YOU KNOW, CFB, HELP ME REACH MY GOALS AS A INDIVIDUAL PROFESSIONAL. UM I DID ATTEND TEXAS A AND M GRADUATED WITH A DEGREE IN ARCHITECTURE AND CONSTRUCTION MANAGEMENT. SO THROUGH THAT PROCESS, I WAS ABLE TO LEARN A LOT OF THINGS AND THINGS, BUT THAT FOUNDATION HERE IS WHAT REALLY HELPED ME. BOTH MY KIDS ATTENDED START AND MY SON IS CURRENTLY AT FRESHMAN AT OUR ALTERNATIVE. SO FOLLOWING HIS DAD'S STEPS, I GUESS SO. UM AS YOU CAN SEE ON THIS SLIDE WE HEARD FROM SCHOOL DISTRICT STRATEGIST REGARDING THE DISTRICT 15 YEAR, ENROLLMENT HISTORY AND THE 10 YEAR ENROLLMENT HISTORY AND THE PROJECTIONS. THE DEMOGRAPHERS REPORT WAS AN IMPORTANT PIECE OF THE PUZZLE AS WE WERE STUDYING ALL OF THE DIFFERENT FACTORS AND THINGS THAT WE WERE DISCUSSING. UH AND IT HELPED US UNDERSTAND THE ENROLLMENT TRENDS PAST AND WHAT'S GOING TO BE IN THE FUTURE AS WELL. SO AS YOU CAN SEE IN THE SLIDE. THE DATA SHOWS THAT CFB IS HOLDING STEADY, UH ON RIGHT AROUND 24 TO 25,000 STUDENTS ENROLMENT. AND WITH THIS INFORMATION THAT WAS PRESENTED FOR TO US, UH, THE COMMITTEE ALLOWED US TO CONSIDER OPTIONS FOR EARLY CHILDHOOD EDUCATION ACROSS THE DISTRICT.

WHICH WAS REALLY IMPORTANT TO THE COMMITTEE. WITH A STEADY ENROLLMENT. AND SOME EXCITING CAPACITY WITHIN OUR SCHOOLS. OUR BUILDINGS. UM. OUR BUILDINGS HAVE THE SPACE NEEDED TO ADDRESS EARLY CHILDHOOD. NEEDS OFFER PRE K INSTRUCTION AND MORE STUDENTS AND FAMILIES IN THE DISTRICT AND THE COMMUNITY, SO THAT WAS VERY IMPORTANT TO US. UH THIS ILLUSTRATES THE ANTICIPATED INFLATION. UM THAT. IN THE IN THE TIME OF THE BOND IN THE NEXT 18 MONTHS. YOU YOU WILL EXPECT TO SEE IN SOME OF THE RAW MATERIALS THAT ARE NEEDED TO BE, UH, TO BE INCLUDED IN THE PROJECTS. UM SO. THAT YOU MIGHT BE THINKING. ONE OF THE ONES THAT I HEARD THROUGH THE PROCESS IS HOW THE DISTRICT HAS BEEN PURCHASING HBC EQUIPMENT OUTSIDE OF CONSTRUCTION CONTRACTS, AND THEY ACTUALLY HAVE ALL THESE EQUIPMENT PROVIDED TO THE PROJECT SO THAT YOU CAN MITIGATE SOME OF THE LEAD TIMES AND COST ISSUES THAT, UH, WE'VE WE'VE SEEN AN INDUSTRY SO THAT'S THAT WAS PRETTY IMPRESSIVE TO ME. UM AND THIS KIND OF OUT OF THE BOX THINKING SOLUTIONS, UH, WILL LEAD TO MORE SUCCESSFUL PROJECTS , IN MY OPINION. SO AS A MEMBER OF THAT COMMUNITY COMMUNITY. I REALLY WANT TO SEE THE DISTRICT THRIVE. UM SO THIS IS DON'T THINK THIS IS GONNA COME TO NEWS TO THE TO THE BOARD MEMBERS, BUT FOR THE AUDIENCE, UM YOU KNOW, OUR SCHOOL TAX RATES ARE ARE MADE UP OF KIND OF TO THESE BUCKETS, ONE THE MAINTENANCE AND OPERATIONS TAX RATE. SO THAT'S TO PAY FOR LIKE THE LIGHT BILL, AND THAT'S TO PAY FOR JUST KIND OF YOUR STANDARD DAY TODAY. WHAT IT COSTS TO DO BUSINESS HERE IN THE SCHOOL DISTRICT. UM MOST OF THAT RATE GOES TO PAYING SALARIES AND WAGES. THAT'S WHERE MOST OF THAT GOES. THIS OTHER BUCKET AND THIS WAS NEWS TO ME BECAUSE I DIDN'T REALLY UNDERSTAND HOW THIS WORKED THE OTHER BUCKET THE INTEREST IN SINKING FUND TAX RATES SO THAT THAT RATE GOES TO PAY DEBT SERVICE THAT GOES TO PAY OFF BOND BOND DOLLARS. THOSE THOSE DOLLARS ARE USED FOR BIG ITEMS THOSE ARE USED FOR, YOU KNOW, YOU MENTIONED H V A. C H V. A. C. REPAIRS AND REPLACEMENTS, REPLACING SCHOOLS . ALL THE BIG TICKET ITEMS THAT THAT YOU KNOW, THE SCHOOL DISTRICT HAS TO DO NOT ONCE EVERY DAY, BUT YOU KNOW, ONCE EVERY FEW YEARS UM, SO WHEN WE PAY OUR TAX RATE AT THE END OF THE YEAR, CITIZENS WE PAY THE TOTAL TAX RATE AND WE SEE THE TOTAL TAX RATE WE GOT TO THESE TWO BUCKETS. SO EVERYTHING WE TALK ABOUT TONIGHT AS FAR AS THE BARN COMMITTEE IS FOCUSED ON THIS IRON X I N S TAX RATE BUCKET THAT RATES SET BY THE DISTRICT 100% CONTROLLED BY THE DISTRICT. LOWEST OVERALL TAX RATE, UH AND THAT'S REALLY IMPRESSIVE WITH WHAT THIS DISTRICT BEING ABLE TO DO WITH THOSE DOLLARS AND BE MINDFUL OF HOW TO SPEND THOSE AND I THINK THAT THAT WAS IMPORTANT TO THE COMMITTEE AS WE WENT THROUGH THIS, UM, YOU KNOW, THE COMMITTEE WAS VERY MINDFUL OF THIS. THIS CHART IN THIS REALITY AND BEING KIND OF IN THAT LOWER LOWER TAX CATEGORY WAS IMPORTANT TO US. UM WE GOT TO HEAR FROM THE SCHOOL DISTRICT'S FINANCIAL ADVISOR, HILLTOP SECURITIES. THEY LOOKED AT A VARIETY OF THINGS I WOULD IMAGINE ONE OF WHICH WAS PROJECTED GROWTH IN THE DISTRICTS. WE'VE HEARD ABOUT THE DEMOGRAPHER AND WHAT THE PROJECTED GROWTH IN THE DISTRICT THE STUDENT POPULATION, BUT ALSO JUST GROWTH IN THE OVERALL DISTRICT AROUND IT, INCLUDING HOME VALUE INCREASES. AND KIND OF SAID THAT, OKAY, IF, UM IF WE DON'T CHANGE THE I N S TAX RATE , AND WE MAINTAIN THE SAME RATE , OR BOND CAPACITY IS 719 MILLION. UM, WE'RE GONNA TALK ABOUT THE BALLOT LANGUAGE HERE IN A MINUTE. BUT IT'S IMPORTANT TO KEEP IN MIND THAT ALL THE BALLOT LANGUAGE IS REQUIRED BY STATE LAW. THAT LANGUAGE STARTS TO GO ON THE BALLOT IN OUR LAST MEETING THAT WHEN AN HOUR OVER PART OF THE REASON IT LASTED SO LONG AS THERE WAS 63% OF THE COMMITTEE WAS IN FAVOR OF ACTUALLY RAISING THE I N S TAX RATE BY HALF A PENNY. UM AND THROUGH THOSE DISCUSSIONS, WE SET THE BAR AT 75% CONSENSUS, AND WE STUCK TO THAT. SO WE, UH VERY MINDFUL OF SEEING THAT LITTLE LOWER TAX RATE WE'RE RECOMMENDING THE $719 MILLION BOND CAPACITY AND KEEPING THE I N S TAX RATE THE SAME. ALSO LOOKED AT THE NEXT TIER OF ELEMENTARY SCHOOLS, UM, IN TERMS OF AGE, AND THOSE WERE FOR NO MCCOY, ROSEMEAD AND KIDS. WE STUDIED THE MIDDLE SCHOOLS WITH A VISION FOR UPDATING TO CAMPUSES AT A TIME. AS YOU KNOW , PERRY AND FILBERT RENOVATED WITH THE 2018 BOND FUNDS. MY SON LIVED THROUGH FIELD AND I'VE LIVED THROUGH PERRY NOW. WITH THE BOND UPDATES, SO IT'S BEEN FUN WE CONSIDER CREATING THE SAME GRAND VISION FOR RENOVATIONS AT BLAYLOCK AND LONG SINCE THOSE SCHOOLS ARE NOW 44 39 YEARS OLD. IT'S TIME FOR AN UPDATE. WE ALSO KNOW THAT RENOVATIONS AT BUSH AND PULL COULD BE CONSIDERED IN THE FUTURE. WITH LONG NOW BEING 44 YEARS OLD. IT IS DUE FROM SOME MODERNIZATION AND UPDATES IN THE CORE AND INSTRUCTIONAL AREAS.

THE SAME IS TRUE WITH BLAYLOCK. WE HAVE AN OPPORTUNITY TO RIVET RENOVATED TO PROVIDE STUDENTS WITH SIMILAR LEARNING EXPERIENCES THAT STUDENTS THAT PERRY AND PHIL ARE EXPERIENCING NOW. UM, ON THAT TOUR, WE WENT TO SOME OF THE CLASSROOMS AND COMMITTEE MEMBERS WERE LIKE THERE'S NOT A TEACHER TEACHING IN THAT CLASSROOM, AND I WAS LIKE I WAS THERE FOR ME. RESPOND TO A BOND ELECTION. THEY USE BASELESS ASSOCIATES AND OPINION RESEARCH GROUP OUT OF BOSTON, WHO NOT ONLY ASKED CFB RESIDENTS ABOUT THEIR LEVEL OF SUPPORT FOR A BOND BUT ALSO USED REGRESSION ANALYSIS TO HELP US AND THE DISTRICT LEARNED HOW TO BEST COMMUNICATE CERTAIN PROJECTS AND DETERMINE WHICH WERE MOST FAVORABLE. THE SURVEY WAS CONDUCTED IN EARLY THIS PAST DECEMBER, AND WE RECEIVED THE REPORT DURING OUR MEETING ON DECEMBER 8TH. ONE OF THE FIRST THINGS THAT THEY ASKED SURVEY RESPONDENTS IS THEIR VIEW OVERALL VIEW OF C F B I S D AND YOU CAN SEE THAT A LARGE MAJORITY THAT'S 67% HAVE A POSITIVE IMPRESSION OF THE DISTRICT. AND WHAT THEY DID NEXT. IN THEIR SURVEY IS THEY ASKED RESPONDENTS IF THEY SUPPORT A BOND BEFORE TELLING THEM ANYTHING ABOUT IT. THIS IS WHAT THEY CALL THE INITIAL BALLOT AND IT'S MEANT TO EMULATE A VOTER WHO WALKS INTO THE POLLING LOCATION, LIKE MANY OF US HAVE DONE IN THE PAST AND CAESAR BOND ON THE BALLOT WITHOUT KNOWING ANYTHING ELSE ABOUT IT, UM YOU'LL SEE THAT THEY ASKED SURVEY RESPONDENTS IF THEY VOTE FOR A 670 MILLION IN BONDS, WHICH OF COURSE, IS THE NUMBER BEFORE WE GOT TO OUR CONSENSUS. AH AND THAT'S THAT, AND THAT WOULD ALSO BE A PROPERTY TAX INCREASE. SO 607 MILLION BONDS, WHICH IS A PROPERTY TAX INCREASE. NOW, REMEMBER WHAT BILLY BOB SHARED EARLIER. ALL BALLOTS WILL SAY THIS IS A PROPERTY TAX INCREASE , WHETHER NOT THE TAX RATE STAYS THE SAME OR NOT. AND YOU CAN SEE THAT THE INITIAL BALLOT SHOWED 53% OF RESPONDENTS WERE IN FAVOR OF A BOND ELECTION. 11% WERE INSURING 35% WERE AGAINST IT, AND THEN THROUGHOUT THE SURVEY, BASELESS, ASK ADDITIONAL QUESTIONS, AND IT'S ABLE TO EDUCATE VOTERS ABOUT SPECIFIC PROJECTS THROUGHOUT THE SURVEY.

THEY THEN FOLLOW UP WITH A QUESTION THAT ASKED, HAVING HEARD MORE ABOUT IT. WOULD YOU VOTE FOR OR AGAINST THE BOND? AND YOU CAN SEE THAT THE SUPPORT INCREASED ON THE INFORMED BALLOT AND AFTER LEARNING MORE ABOUT WHAT WAS BEING PROPOSED, THE NUMBER JUMPED FROM 53% IN FAVOR.

TO 74% IN FAVOR. IN FACT, ALL THREE CATEGORIES IMPROVED. THE FOURS WENT UP. THE INSURERS WENT DOWN AND THE AGAINST DROPPED TO 20. SO ONE OF THE THINGS THAT THEY SHARED IS THE IMPORTANCE OF THE INTENSITY OR HOW STRONGLY SOMEONE FEELS ABOUT THE PROPOSAL. AND LOOKING AT THE INITIAL BALLOT WAS ONLY 9% POINTS DIFFERENCE BETWEEN THOSE STRONGLY FOR AND THOSE STRONGLY AGAINST. AND IT WAS 30% STRONGLY IN FAVOR TO 21% STRONGLY AGAINST BUT THE INFORMED BALLOT SHOWS THAT INTENSITY REALLY GREW FOR THOSE IN SUPPORT. IT WENT FROM 30% STRONGLY FORWARD TO 40% 46% STRONGLY FOR WHICH IS A 33% PERCENTAGE POINTS HIGHER THAN THOSE STRONGLY AGAINST. SO WHAT WE LEARNED FROM THE PRESENTER IS THAT THOSE WHO HAVE STRONG FEELINGS ARE MOST LIKELY TO VOTE. THIS IS A BUSY PAGE. BUT IN ADDITION TO THE INITIAL AND INFORMED BALLOTS VAST LIST ALSO ASKED ABOUT SPECIFIC PROJECTS. NOW, IF YOU TAKE A LOOK AT THE BLUE COLUMN, YOU CAN SEE THAT EVERY PROJECT SHOWED THAT RESPONDENTS WERE IN FAVOR OF THESE PROJECTS. THE TOP FOUR ELEMENTS WERE ESSENTIAL UPGRADES TO SCHOOLS LIKE H VAC SYSTEMS, ROOFS, PLUMBING, ETCETERA.

SPECIAL EDUCATION, CLASSROOMS AND RESTROOMS, SETI PROGRAMS AND SAFETY AND SECURITY. AND THEY ALSO ASKED ABOUT REPLACING THREE OF THE DISTRICTS, OLDEST ELEMENTARY SCHOOLS, CARROLLTON, CENTRAL AND FARMERS BRANCHES. AND 70% OF RESPONDENTS WERE IN FAVOR OF THESE PROJECTS AND WITH ONLY 10% UNSURE. SO THIS WAS A VERY COMPREHENSIVE SURVEY. WE RECEIVED AN IN DEPTH PRESENTATION AND HAD AN OPPORTUNITY. ASK QUESTIONS OF THE POLLSTER. THE KEY FINDINGS HE SHARED WERE THE FBI S D HAS A 67% POSITIVE IMAGE RATING WITH 35% OF THOSE HAVING A STRONG POSITIVE IMPRESSION. SUPPORT FOR A BOND WAS 53% ON THE INITIAL BALLOT, AND THAT ROSE TO 74% ON THE INFORMED BALLOT. GIVEN THE CHOICE BETWEEN A BOND THAT KEPT THE 20 CENT I N S TAX RATE AND A BOND THAT WOULD RAISE THE RATE HALF AS PENNY. AND A BOND THAT WOULD RAISE THE RATE ONE WHOLE SENT MOST RESPONDENTS WOULD ACTUALLY PREFER BOND THAT RAISED THE MINUS TAX RATE, HALF A PENNY. MESSAGES THAT TESTED WELL , WE'RE MESSAGES ABOUT GENERAL IMPROVEMENTS SAFETY IN THE DISTRICT'S LOW TAX RATE. OVERALL WE WERE VERY PLEASED TO SEE THAT THE SURVEY RESULTS SHOW THE COMMUNITY WOULD SUPPORT A BOND PACKAGE. I THINK IT'S A STRONG INDICATION THAT OUR RESIDENTS AND TAXPAYERS WANT TO KNOW THAT WE ARE MAINTAINING THAT OUR INVESTMENTS AND ENSURING STUDENTS HAVE A SAFE PLACE TO LEARN, WHILE ALSO STAYING FISCALLY RESPONSIBLE.
